The rules and regulations of Pemba Islamic College are designed to maintain an environment conducive to learning, personal development, and Islamic upbringing. All students are expected to familiarize themselves with these rules and adhere to them at all times.
Important Notice
All students and their parents/guardians must sign the Rules and Regulations Acknowledgement Form at the beginning of each academic year. Failure to comply with college rules may result in disciplinary action, including suspension or expulsion in severe cases. Ignorance of any rule will not be accepted as an excuse for violation.
General Rules & Regulations

All students must carry their college ID card at all times while on campus.

Students must present their ID card when requested by any staff member.
3
Loss of ID card must be reported immediately to the administrative office.

All changes in personal information (address, phone number, etc.) must be updated with the administration within one week.

Male students: Modest attire covering from navel to knee. Shirts must be worn at all times.

Female students: Islamic hijab is mandatory. Clothing must be loose-fitting and cover the entire body except face and hands.

College uniform must be worn on designated days and during official functions.

Extreme hairstyles, visible tattoos, and excessive jewelry are prohibited.

College gates open at 7:00 AM and close at 6:00 PM. Students must not arrive before or stay after these times without permission.

Morning assembly begins at 7:45 AM. All students must be present.

Students arriving more than 15 minutes late will be marked as late. Three late arrivals equal one absence.

Early departure requires written permission from the student affairs office.

Mobile phones, tablets, and other electronic devices are not allowed in classrooms without explicit teacher permission.

Weapons, explosive materials, tobacco, alcohol, and any illegal substances are strictly prohibited.

Any form of gambling equipment or materials is forbidden.
4
College property must not be damaged, defaced, or removed without permission.
Academic Rules
1
Plagiarism in any form is strictly prohibited and will result in severe disciplinary action.

All assignments must be submitted by the specified deadline. Late submissions may be penalized.

Cheating during examinations will result in automatic failure of the exam and possible suspension.

Students must maintain their own academic records and track their progress.

Students must arrive at least 15 minutes before the scheduled exam time.

Only essential items (pens, pencils, erasers, rulers) are allowed at exam desks unless otherwise specified.

Students must follow all instructions given by invigilators without question during exams.

Medical emergencies during exams must be immediately reported to the invigilator.

Students must stand when a teacher enters or leaves the classroom as a sign of respect.

Speaking without permission, disrupting the class, or disrespecting teachers will not be tolerated.

Classrooms must be kept clean and tidy. Students are responsible for their own workspace.

Eating and drinking are not allowed in classrooms except for water in clear bottles.

Silence must be maintained in the library at all times.

Library books must be handled with care and returned by the due date.

Reference books and periodicals cannot be borrowed and must be used within the library.

Food, drinks, and mobile phones are prohibited in the library.

All students must show respect to teachers, staff, and fellow students at all times.

Bullying, harassment, discrimination, or any form of abusive behavior is strictly prohibited.

Students should greet each other with "Assalamu Alaikum" and respond with "Wa Alaikum Assalam."

Physical altercations or fights will result in immediate suspension pending investigation.

Attendance at all five daily prayers in the college mosque is strongly encouraged.

Friday (Jumu'ah) prayer is mandatory for all Muslim male students.

Respect must be shown during prayer times by maintaining silence near prayer areas.

Fasting during Ramadan is encouraged, and special accommodations will be made for fasting students.

Use of college computers and internet is for educational purposes only.

Accessing inappropriate websites or content is strictly prohibited.

Students must not post derogatory comments about the college, staff, or other students on social media.

Taking photos or videos on campus without permission is not allowed.

Theft or damage to college property or other students' belongings.

Possession or use of drugs, alcohol, or any intoxicating substances.

Forgery of documents, signatures, or college records.

Any behavior that brings disrepute to the college or Islamic values.
Disciplinary Actions & Procedures
The college follows a progressive discipline approach. The severity of disciplinary action depends on the nature and frequency of the violation. All disciplinary proceedings will follow principles of Islamic justice (Adl).
Level 1: Minor Infractions
Examples: Late arrival, improper dress, minor classroom disruption
Verbal warning from teacher
Written warning recorded in student file
Notification to parents/guardians
Community service assignments
Level 2: Moderate Infractions
Examples: Repeated minor violations, skipping classes, disrespect to staff
Meeting with student affairs officer
Required meeting with parents/guardians
Loss of privileges (library, sports, events)

Level 3: Serious Infractions
Examples: Cheating, fighting, vandalism, possession of prohibited items
Formal disciplinary hearing
Suspension from college (3-10 days)

Level 4: Severe Infractions
Examples: Theft, violence, drug/alcohol possession, repeated serious violations
Long-term suspension (more than 10 days)
Recommendation for expulsion
Legal authorities notified if applicable
Permanent record of violation
Appeal Process
Students or parents may appeal disciplinary decisions within 5 working days of receiving notice. Appeals must be submitted in writing to the Principal's office. An appeals committee consisting of two teachers, one administrative staff, and a student representative (for cases not involving other students) will review the case and make a final decision within 10 working days.
Attendance Policy
Regular attendance is essential for academic success and is a requirement for all students at Pemba Islamic College. The following policy outlines attendance expectations and procedures.

Students must maintain at least 80% attendance in each subject to be eligible for final examinations.

Three late arrivals (more than 15 minutes) will be counted as one absence.
3
Students with less than 75% attendance may be required to repeat the course or academic year.

Attendance is taken at the beginning of each class period.

Parents/guardians must notify the college by phone or email before 9:00 AM on the day of absence.

A written explanation signed by parent/guardian must be submitted upon return to college.
3
Medical certificates are required for absences of three or more consecutive days due to illness.

Planned absences (e.g., family trips) require prior approval from the student affairs office.

By enrolling at Pemba Islamic College, students and their parents/guardians acknowledge that they have read, understood, and agree to abide by all rules and regulations outlined in this document. The college reserves the right to amend these rules as necessary, with proper notice given to students and parents.
